Article 22

FEDERAL CHARACTER

For the purpose of elections into the NEC the principle of Federal Character as enshrined in the Electoral Act and the 1999 Constitution of the Federal Republic of Nigeria as amended shall apply.

2. The BoT and NEC shall ensure a balance of representation as much as possible by ensuring that elections into all organs of the Party – especially the NEC – shall be conducted in a such a manner that the persons elected thereat shall belong to different states, not being less in number than two-thirds of all the states of the Federation and the Federal Capital Territory, Abuja.

3. As much as possible, the NEC and BOT shall ensure the constitution of the Party’s Standing Committees and Sub-Committees reflect the principle of Federal Character.

4. Where an election takes place to fill a casual vacancy, the vacancy shall not be filled in such a way as to reduce the proportion of different states represented by the members of the body in question to a number less than two-thirds of all the states of the Federation and the Federal Capital Territory, Abuja.

5. Should any conflict or complaint arise with regards to the provisions of this Article, the BoT shall be the final adjudicatory body and its decision on such shall be final.
